IPL defers unveiling new franchises to March 21
The IPL's unveiling of its two new franchises on Sunday ended in an anti-climax with the league pushing back the entire process by two weeks, in the process scrapping the existing tender procedure after bidders objected to stiff financial clauses. The new tenders, which will be floated on March 9 and opened on March 21, will drop a clause requiring the bidder to have a net worth of $1 billion.
The new process will also amend two existing clauses: One will be a reduction of the advance deposit from $100 million to a $10 million "performance guarantee", to be submitted 24 hours in advance of the bid being opened. Another original clause gave the IPL's governing council the discretion to seek from the winning bidder 100% of the amount with a minimum time-frame; under the new process, the winning bids will be expected to pay 10% of their bid within 48 hours.
The minimum bid amount, however, remains the same at $225 million; the existing tenders were not opened at the IPL governing council meeting in Mumbai and were returned to the bidders.

IPL annuls team bids and existing tender
The decision was taken after a meeting held at Four Seasons in Mumbai which was attended by Bollywood stars Saif Ali Khan and Kareena Kapoor along with Videocon Industries' Venugopal Dhoot.
All existing tenders have been returned to the bidders without being opened.
"The bids that were received were returned without being opened. New tenders would be issued on March 9 and the fresh bids are to be submitted at 10 am on March 21 at Chennai which would be opened at 11 am," IPL Commissioner Lalit Modi told a media conference.
New tender will be out on March 9 with the submission deadline of March 21. A few changes have been made in the conditions of the new tender that will be out on March 9. The IPL has removed net worth clause of $1 billion as well as the advance guarantee of $ 100 million.
The IPL chief said a lot of letters had been received from various interested parties pointing out that the pre-condition of bidders having a net worth of one billion dollars was not there when the first tendering process was initialised two years ago while selling the existing eight franchise teams.
"The governing council decided to remove this clause from the new tender and reduce the USD 100 million performance deposit demanded from bidders to 10 million USD to be submitted on the 20th. It was five million USD at the first tender but the valuation has gone up now," he said.
Modi also said that 100 per cent bank guarantee demanded from the bidders when they are successful has been reduced to 10 per cent rolling back guarantee to be paid withing 48 hours which is on par with the first tendering process.
"The base price of USD 225 million remains the same. The base price was not the issue," he said.
However, the minimum bid amount remains the same at $225 million which is almost double of the costliest IPL team Mumbai Indians, bought by Mukesh Ambani for $111.9.
The cities that were in the race were Indore, Pune, Ahmedabad, Dharamsala, Nagpur, Kanpur, Cuttack, Vizag, Rajkot, Kochi, Baroda and Gwalior.

Andrew Flintoff has backed Darren Gough as the man to replace Ottis Gibson as England's bowling coach.

IPL 2010: England's Ravi Bopara may give IPL a miss
England’s top-order batsman, Ravi Bopara has said that he will delay his departure to India for the Indian Premier League due to the security issue in the country. Bopara said that he has not yet decided on whether he will go or whether he will give the tournament a miss.
Bopara plays for Kings XI Punjab.
However, the chief commissioner of the tournament, Lalit Modi, said that he had had a talk with Bopara and that there was no truth in the fact that Bopara was pulling out of the IPL.
Bopara said that while he was looking forward to coming to India, the issue was Rig Dickason’s report which had cautioned the players from featuring in the tournament. The report had also said that the terror threat by the extremist elements was a creditable one, and the players need to get further clarity about the security situation in the country.
Earlier, Lalit Modi had lashed out at Ricky Ponting for trying to persuade the Australian cricketers into not going to play in the Indian Premier League. Modi had also said that the players were free to miss out on the tournament, but ran the risk of being dumped out of the tournament from net year onwards.
IPL begins from the 12th of March and will see Dale Steyn go into the tournament as a favourite to end with the Purple Cap – awarded to the top wicket-taker. He shares this position jointly with Muthiah Muralitharan and Sporting Bet offers 7/1 for them to get there. Harbhajan Singh is 8/1 (Sporting Bet) end up as the best bowler of the tournament. MCC refuse to bid for IPL franchise
The chief of the MCC, Keith Bradshaw, had earlier said that the MCC were interested in buying out a team. The IPL currently has eight teams featuring in the tournament since 2008, but there will be two more teams added from the 2011 edition of the tournament.
The MCC had earlier said that they had not decided whether or not they would bid for the team as a stand-alone franchise or as a consortium. Bradshaw and a trustee Anthony Wreford had travelled to India to get in touch with potential investors, but after an MCC committee meeting at Lord's earlier this week they won't be bidding for any team.
Bradshaw said that there was a healthy debate that had taken place and based on that, the decision that was taken was that they will probably discuss other ideas with the IPL and maintain a close working relationship with the tournament.
The third edition of the tournament begins from the 12th of March and Delhi Daredevils go into the tourney as favourites – 9/2 at Totesport. Willim Hill offers 15/8 for Chennai Super Kings to reach the finals, while Kolkata Knight Riders and Kings XI Punjab are at 7/2 (William Hill) to do so as well.
With the kind of form that Gautam Gambhir (9/2 at Stan James) has shown in this format of the game, and given that as a captain he will probably play all the games in the tournament, he starts out as a favourite to top-score amongst the Indian batsmen in the tournament. So does Virender Sehwag (9/2 at Stan James), while Sachin Tendulkar is the next favourite (11/2 at Stan James).
